1 PUB inform that they have noticed an increase in number of unlicensed water service work at construction sites where upgrading, additions & alterations and reconstruction works were being carried out. For existing properties, especially landed properties which undergo upgrading, additions & alterations and reconstruction work, contractors engage their own workers who are not licensed to connect pipes after the existing meter position. PUB is concerned that water service works which are not carried out by a Licensed Water Service Worker compromise the safety and water conservation aspects of potable water supply.
2 For such upgrading, additions & alterations and reconstruction work involving water service work, the contractor is required to engage a licensed water service worker to apply for temporary water supply. PUB had taken enforcement action against the person carrying out the unlicensed water service work as well as the company who engaged the unlicensed water service worker.
3 Section 40 of the Public Utilities Act, Cap 261 requires all water service work to be carried out by a water service worker of an appropriate class licensed by PUB. Any person who contravenes this section shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 3 years or to both.
4 The water service workers are also required to notify PUB before commencement of water service works. Upon completion of the water service works, they are required to submit a Certificate of Satisfactory Completion of Water Service Work certifying that the water service installation is completed in accordance with the Public Utilities (Water Supply) Regulations, Singapore Standard CP 48 – Code of Practice for Water Services, all other relevant statutory requirements and other PUB requirements.
5 Members are advised to comply strictly as unlicensed water service work is punishable under Section 40 of the Public Utilities Act and repeat offenders will be prosecuted in court. Members are also reminded to engage a Licensed Water Service Worker to make the necessary submissions to PUB when carrying out any water service work.
