Subject: Requirement for Ready-Mixed Concrete (RMC) Certification for Structural Works

The Building and Construction Authority (BCA) would like to inform members on the requirement for ready-mixed concrete (RMC) certification for structural works. The detail is as follow:

On 4 May 2009, BCA issued a circular on new standards relating to the production of structural concrete. These are SS EN 206-1[1] and its complementary standard, the SS 544[2]. These new standards have provisions for third-party certification of Ready-Mixed Concrete (RMC) producers to ensure the production of good quality concrete for structural applications.
2 The Singapore Accreditation Council (SAC) has recently developed a Certification Scheme for Ready-Mixed Concrete (RMC) which provides for third-party certification of RMC producers to SS EN 206-1 and SS 544 standards by certification bodies (CBs)[3]. The SAC is now ready to implement the Certification Scheme after a pilot run of the Scheme was completed successfully.
3 BCA will require concrete for building and civil engineering structures to be supplied by RMC plants which are certified under the SAC’s Certification Scheme for RMC. This will include on-site batching plants as well as plants supplying concrete for structural precast elements.
4 To allow RMC producers sufficient time to prepare and obtain the certification, there will be grace period of 9 months, effective from 1 Jan 2010, before this requirement takes effect from 1 Oct 2010. Thereafter, builders and Qualified Persons (QPs) should ensure that concrete for building and civil engineering structures should be obtained from RMC plants which have been certified under the SAC’s Certification Scheme for RMC. QPs are advised to incorporate this requirement in their technical specifications for all future development projects. The SAC will be listing certified RMC plants on its website at:
