SC2 is focussed on safeguarding people, property and the environment by providing professional safety audit on Occupational Safety and Health (OSH).


SC2 has been providing professional OSH management system auditing service to the industry since 1993. In 2008, SC2 started to provide certification services and has attained accreditation by Singapore Accreditation Council (SAC) for SS506 : Part 1 and ISO 9000 certification. SC2 auditors are experienced OSH auditors approved by MOM and registered with the International Register of Certificated Auditors (IRCA).

SCAL Resources Pte Ltd

Established in October 1997, SCAL Resources Pte Ltd (SCR) is a wholly-owned subsidiary of SCAL. This company was founded with the objectives to:

  • Provide value-added service to SCAL members

  • Assist contractors in their manpower planning and staffing

  • Improve the welfare of foreign workers in the local construction industry


SCR is actively involved in the development and management of dormitories for foreign workers dormitories. The SCAL Dormitories located at Kim Chuan Road, Soon Lee Road, Jalan Lekar and Mandai Road are professionally managed and able to accommodate up to 13,400 foreign workers. Accommodation is reasonably priced and members of the Association enjoy a susidized rate.

SCR also takes an interest in the welfare of foreign workers, and helps to organize social and recreational activities for them. The SCAL Recreation Centre, managed by SCR, is one pioneering project to cater to the social and recreational needs of our foreign workers and allows social interaction between the workers and locals. Workers get to enjoy a wide array of sports facilities such as ball courts, cricket and football field, and amenities such as amphitheatre, food court, supermarket, post office, hair salon, and retail shops. Regular activities and programmes such as sports tournaments, educational road shows, English classes and cultural shows are organised for the health and well-being of the foreign workers.

SCAL Academy Pte Ltd

Established in 2009, SCAL Academy Pte Ltd is the third wholly-owned subsidiary of SCAL. SCAL Academy plans and designs training & development courses to cater to the industry’s training needs. It conducts a range of courses to enable employees to develop skills, attitude and knowledge to support business needs and personal aspirations. Delivered by qualified, experienced and dedicated trainers, these include courses accredited under the Ministry of Manpower Accredited Training Provider (ATP) scheme and Workforce Skills Qualifications (WSQ) courses accredited by the Singapore Workforce Development Agency.

SCAL Dormitory Pte Ltd

SCAL Dormitory is a wholly-owned subsidiary of the Singapore Contractors Association and operates a foreign worker dormitory at No. 11 Jalan Lekar (off Old Chua Chu Kang Road). It accomodates up to 2400 foreign construction workers.

The dormitory has all the amenities needed to make living in Singapore an enjoyable and safe experience for our foreign workers. Residents can prepare and cook their own cuisines in the cook house and dine in the clean and open air dining hall equipped with large TV screens. A minimart that is stocked with a wide range of daily essentials, fresh meat, vegetables and fruits provides the residents with shopping convenience as well as competitively priced products. For those who choose to dine out, food and beverage are readily available at the canteen that offers ethnic food and popular dishes at affordable prices. Residents can also chill out over beer and snacks sold at the canteen.

In the evenings and weekends, residents can relax and enjoy indoor and outdoor recreational activities to keep their mind and body healthy. Sports enthusiasts can enjoy sports like badminton, basketball, sepak takraw at the ball courts. The passive ones can enjoy reading and watching movies in the multi-purpose hall. Other popular indoor choices include card and table-top games such as chess, carom, snooker and table tennis. To keep fit at the convenience of indoors, there is a gym equipped with a range of exercise equipment for muscular and cardiovascular exercises. Other amenities include a laundry to cater to residents’ daily clean wash and a barber shop for stylish and yet cheap haircuts.
