Following announcements by former Minister Mr Lim Swee Say, Ministry of Manpower (MOM) on 27 Nov 2017 and Minister Josephine Teo on 27 May 2018, MOM will be implementing the Foreign Worker Settling-In Programme (FWSIP) for all first time Non-Malaysian Work Permit holders in the Construction sector from 1 October 2018. The SIP will be extended to the other sectors after a year.

All affected foreign workers will be required to attend the FWSIP within the first 14 days of their arrival before their work permit can be issued.


 Details of the Programme

The SIP is a one-day programme that will run from 9am to 6pm. The Migrant Workers’ Centre (MWC) has been appointed to conduct the FWSIP on behalf of the Ministry of Manpower.

FWs attending the course will learn about Singapore’s social norms, their employment rights and obligations, Singapore laws and where and how to seek help. The one-day SIP comprises the following modules:

  • Understanding Singapore
  • Local practices/social norms
  • Employment laws
  • Employment and Work Injury Compensation rights, and
  • SGSecure and other key laws


Registration and Administrative Matters

Employers are encouraged to register their FWs early to ensure they are able to secure available dates within the 14 days’ window. More details of the SIP, such as registration, class schedule and course location can be found on the MWC website from late August 2018.  Information on the SIP will also be available on when it is up.


Briefing to Employers
