Malaysia Ministry of Transport announcement on the 4th port clearing exercise to be carried out from 20 April 2020 to 23 April 2020                                                                              The Malaysia Ministry of Transport has announced that a fourth port clearing exercise which will be carried out from Monday, 20 April 2020 to Thursday, 23 April 2020.

This fourth exercise will be based on the current standard operating procedures that had been communicated earlier to the relevant port operators and extended to ports at Port Klang, Johor, Penang, Kuantan, Melaka, Bintulu, and Padang Besar bordering Thailand. These SOPs have also been communicated to participating ports owned by their respective state governments.

We would like to advise members who wish to receive materials, precast components etc. from Malaysia through land transport on the following.

  1. Contact your Malaysia counterpart immediately to apply for the necessary permit required for the delivery on Monday, 20 April 2020.
  1. If your company / project is not under the ‘essential service’, you are required to apply for a time-limited exemption via before making any delivery.
  1. When receiving deliveries, you are required to put in place the COVID-19 precautionary measures as stated in BCA advisory.
  • Obtain vehicle plate numbers and contact details of delivery personnel to facilitate contact tracing.
  • Ensure materials are delivered directly to the destination without detouring.
  • Ensure loading and unloading of materials are carried out at an open and well-ventilated area.
  • Minimise the number of people in the loading / unloading area at any point of time.
  • Provide designated rest area and toilets away from staff amenities for delivery personnel.
  • Minimise interaction and avoid physical contact with delivery personnel and other people when receiving deliveries. Ensure all personnel observes safe distancing at all times.
  • Wash hands with soap immediately after delivery and receiving of goods.
