Circular No: WSH/261/11/wh

27 November 2020

The Singapore Contractors Association Ltd (SCAL) is deeply concerned over the recent worksite fatalities, and would like to remind all construction firms of the importance of maintaining workplace safety and health even as they implement Safe Management Measures (SMM) at worksites.

The Workplace Safety and Health (WSH) Council and SCAL noted that the recent fatalities reported could have easily been prevented if proper risk assessments had been carried out, site personnel had been vigilant, clear-minded, and maintained high level of safety awareness at all times.

As every accident will cause further delays and tighter deadlines for the projects, WSH Council and SCAL have released a joint advisory to strongly urge all construction firms to take a step back and conduct a thorough Safety Time-Out exercise at all their worksites.

For details, please refer to the attached joint advisory from WSH Council and SCAL. The advisory contains guides and sample checklists to conduct the Safety Time-Outs. It also reminds companies to maintain vigilance ahead of the festive season.

Companies are advised to complete their Safety Time-Out exercises as soon as possible, or at least before 23 December 2020 when the festive season kicks in.

We would appreciate if you could indicate your schedule for conducting the exercises in the online form here by 11 December 2020.

We look forward to your active participation and towards a safer resumption of construction activities with this Safety Time-Out.
