About CPAS


The Construction Professional Accreditation Scheme (CPAS) is an official recognition programme specially developed by The Singapore Contractors Association Ltd (SCAL) for personnel performing the roles and duties of a project director, manager, engineer or equivalent in the built environment.  CPAS is endorsed by the Central Procurer Panel led by the Building and Construction Authority (BCA).

In alignment with the Construction Industry Transformation Map, CPAS aims to raise the standard of construction professionals working in the industry, by recognising project managers through competency standards which are meticulously curated to promote and gauge professional practices. The Scheme promotes sustainability and will lead the industry to achieve better project outcomes through higher management skills,  improved productivity and better environmental, health and safety practices.

The accreditation of project managers is based on the following seven competencies identified:

5 years At least one project of minimum value of S$25 million, in the capacity of a Deputy Project Manager and above

Accredited Construction Professional C Degree related to built environment 5 years
(3 years in Singapore)
3 years One or more project(s) with combined total value of more than S$10 million
Diploma related to built environment 8 years

Recognition

 

Based on the tiers of their accreditation, personnel accredited under CPAS are entitled to use the following designations and post-nominals after their names.

  • Accredited Construction Professional A-Star (ACP A-Star)
  • Accredited Construction Professional A (ACP A)
  • Accredited Construction Professional B (ACP B)
  • Accredited Construction Professional C (ACP C)

Eligibility

CPAS is targeted at personnel performing the roles and duties of a project director, manager, engineer or equivalent in the built environment. The roles and duties may include, but are not limited, the following:

•    planning and execution of construction projects;
•    managing the procurement of resources for a construction project; and
•    overseeing the execution, progress and outcome of a construction project.
