Driving Productivity and Technology: A Developer’s Perspective


Presentation Synopsis:


From a developer’s perspective, driving productivity and technology adoption in the built environment requires more than deploying new tools—it requires leadership in shaping demand and enabling industry-wide transformation. This session will share how developers can play a catalytic role by implementing Integrated Digital Delivery (IDD), advancing productivity through digitalisation, and integrating robotics and automation across project lifecycles. 

Drawing from project experiences, I will highlight how developers can act as lead demand drivers—setting clear expectations for digital workflows, encouraging innovation, and accelerating adoption across the value chain. 

By fostering stronger partnerships across developers, contractors, and technology providers, the industry can move beyond incremental improvements and achieve meaningful transformation in safety, productivity, quality, and sustainability.

Tan Mei Ling is the Director for Public Projects Division 1, JTC. Mei Ling oversees the project management of public sector development projects by non-Building & Infrastructure (B&I) agencies under JTC’s Building & Infrastructure (B&I) Centre of Excellence role. Driven by a passion for value creation in complex public sector projects, she champions strong governance and collaborative partnership. To her, project management is not just about triple constraints, but about purposeful collaboration with consultants, contractors, authorities and stakeholders to unlock value and achieve the best value-for-money outcome for the public.

Mei Ling graduated from the Masters of Science (Civil Engineering) program at National University of Singapore. She is a certified Project Management Professional (PMP), IES Chartered Engineer (Engineering Project Management), Green Mark Accredited Professional and a certified Design for Safety Professional (DfSP). She is a member of IES and Singapore Institute of Arbitrators (SIArb).
