Developer’s Role in Driving WSH Excellence 

Presentation Synopsis:
 

This presentation examines how developers can move beyond compliance to become active system integrators for WSH excellence. Anchored on SCAL’s Theme 1, ‘Leading the Way in WSH Excellence’, the sharing highlights five practical levers: visible leadership, procurement and contract expectations, Gemba Walk engagements, data-driven weak-signal management, and holistic worker health. Using examples from CDL’s Group WSH approach, including Gemba Walks, structured EHS assessments, contractor engagement, heat stress controls and Total WSH/psychosocial well-being, the session shows how developers can shape safer decisions across the project lifecycle. The session closes with practical leadership challenge for developers, builders and WSH professionals to raise standards collectively across Singapore’s built environment.

Nigel Quek Beng Chuan is a Senior Manager, Group WSH at City Developments Limited (CDL), where he supports Group-wide workplace safety and health governance across CDL’s built environment portfolio. His work focuses on strengthening WSH leadership through employees and workers engagement, Gemba Walk governance, Total WSH, heat stress management and psychosocial risk readiness. Nigel was also recently appointed as a SISO Executive Committee member in 2026, supporting wider industry engagement and capability-building for Singapore’s WSH community. With experience across corporate governance, construction safety, contractor management and stakeholder engagement, he is passionate about translating WSH intent into visible leadership actions, safer project delivery and sustainable safety culture.
