Fostering Shared Responsibility for WSH 


Presentation Synopsis:

 

Workplace safety & health is a shared responsibility—and leadership choices matter. Using a fatal fall-from-height case, this presentation shows how weak contractor management, poor risk controls, inadequate supervision and gaps in documentation can expose companies and directors to serious legal consequences. It spotlights priorities for contractors: build competency, prevent complacency, support inexperienced workers, and manage heat and weather risks. It also urges the sector to harness technology and AI to reduce exposure, detect risks earlier, and prevent harm before it happens.

Mr Silas Sng

Mr Silas Sng is Singapore’s Commissioner for Workplace Safety and Health. He also holds the concurrent position of Divisional Director of the Occupational Safety and Health Division (OSHD), Ministry of Manpower (MOM). Over the course of his career, Mr Sng had assumed various leadership roles such as Director of OSH Inspectorate; Director of Work Injury Compensation and Deputy Executive Director of the Workplace Safety and Health Council. Mr Sng was also instrumental in the development of the current Workplace Safety and Health Act that was enacted in the aftermath of the 2004 Nicoll Highway Collapse. On 1 Apr 2019, Mr Sng was appointed as the Divisional Director for the Occupational Safety and Health Division, Ministry of Manpower. He is entrusted with the honour and responsibility to lead OSHD to achieve the next level of WSH improvements for Singapore guided by the new WSH2028 strategies.
